What is the Energy Efficiency Grant (EEG) and how does it support Singapore businesses?
The Energy Efficiency Grant is a government program co-funding eligible equipment purchases for Singapore businesses seeking to reduce energy consumption. It covers Construction, Data Centres, Food Services, Maritime, Manufacturing (including Food Manufacturing) and Retail sectors. The EEG provides two tiers: a Base Tier offering up to S$30,000 per company for pre-approved equipment, and an Advanced Tier allowing up to S$350,000 calculated as the lower of applicable support levels or expected lifetime energy savings. SMEs receive higher co-funding rates (up to 70%) than Non-SMEs (up to 30%). We can assess whether your equipment and sector qualify, model expected lifetime energy savings for Advanced Tier applications, and structure claims to maximize reimbursement within program rules.
What equipment types are eligible under the EEG Base Tier, and what costs can be funded?
Base Tier equipment spans sector-specific items including air-conditioning, LED lighting, refrigerators, water heaters, boiler systems, compressed air systems, motors, battery energy storage systems, electric construction and materials-handling equipment, and data centre storage equipment. Only the actual purchase cost of eligible equipment is fundable; related charges such as delivery, installation and administrative fees are excluded from support. We can help identify which of your planned equipment meets pre-approval criteria, prepare vendor quotations showing eligible versus ineligible cost components, and ensure your claim documentation clearly separates eligible expenditure to avoid delays in reimbursement assessment.
What are the general eligibility requirements for EEG applicants?
Applicants must be a business entity registered or incorporated in Singapore with at least 30% local shareholding (maritime and data centre exceptions apply). Group Annual Sales Turnover must not exceed S$500 million. Applicants cannot have made any payment or deposit to equipment vendors before submitting the application, and the equipment must be used in Singapore (or hosted at a commercial Singapore data centre). Charities, government entities, co-operatives, religious organisations and home-based businesses are ineligible. We can verify your corporate structure against these thresholds, assess shareholding documentation, confirm your turnover classification, and structure your application timeline to ensure no disqualifying pre-commitment occurs.
What is the Advanced Tier and which businesses can access funding above S$30,000?
The Advanced Tier extends EEG support to Construction and Manufacturing businesses for energy-efficient equipment demonstrating lifetime carbon abatement above 350 tonnes, with funding up to S$350,000 per company (combined across Base and Advanced). Advanced funding is calculated as the lower of the applicable Base Tier support level or the amount derived from the equipment's expected lifetime energy savings. This tier requires more detailed technical assessment than the Base Tier's pre-approved equipment list. We specialize in measuring and verifying energy savings, modeling lifetime abatement to meet the 350-tonne threshold, and preparing the engineering documentation required to substantiate Advanced Tier applications.
What sector-specific requirements must businesses meet to be EEG-eligible?
Each sector has distinct registration and licensing requirements. Construction businesses must be registered under SSIC 41-43; Data Centres must have equipment at a commercial Singapore data centre (no shareholding requirement); Food Services must hold a valid Singapore Food Agency licence under SSIC 56 or 68104; Manufacturing must be registered under SSIC 10-32; and Retail under SSIC 47. Maritime applicants face timing restrictions: EEG Base applications for Harbourcraft and Advanced applications for Port Sectors closed on 31 March 2026. We can verify your SSIC registration, confirm sector eligibility under current program rules, and identify any compliance gaps before application submission to prevent rejection.
How should businesses manage equipment purchase timing in relation to EEG applications?
Businesses must not make payment or deposit to vendors before submitting an EEG application, as retrospective applications are not supported. Once approved, you have up to one year to purchase, install equipment and submit reimbursement claims. You may purchase equipment after submitting your application but before receiving an outcome; however, unsuccessful applications leave you unprotected. EEG Base applications typically take 4-10 weeks to process. We can help structure your project timeline, coordinate with vendors on payment schedules that comply with EEG rules, and prepare your reimbursement claims to meet the one-year execution window and evidence standards that assessors require.
What documentation and evidence do EEG reimbursement claims require?
Reimbursement claims must clearly establish what equipment was purchased, when it was installed, the actual eligible cost, and proof of payment. For Advanced Tier claims, you must demonstrate the lifetime energy savings and carbon abatement supporting the funding level. Claims must be submitted within one year of equipment installation. The application guidelines specify record-keeping requirements; however, detailed evidence standards vary by equipment category and sector. We can prepare the metering plans, baseline documentation and post-installation verification necessary to substantiate Advanced Tier savings claims, organize vendor invoices and receipts into audit-ready formats, and help resolve evidence gaps before submission to avoid delays.
How does the EEG relate to Singapore's broader industrial energy-management obligations?
The EEG supports equipment investment decisions separate from Singapore's mandatory industrial energy-management framework under the Energy Conservation Act, administered by the National Environment Agency. Industrial facilities exceeding 54 TJ in two of three prior calendar years must register, appoint an energy manager, report energy use and assess efficiency opportunities—obligations distinct from EEG eligibility. A facility may be subject to mandatory energy-management requirements and also be eligible for EEG support; these are parallel pathways serving different regulatory purposes. We can assess your facility's mandatory obligations under the Energy Conservation Act, identify equipment opportunities that satisfy both compliance and EEG criteria, and coordinate evidence collection across regulatory and funding requirements.
Can EEG funding be combined with other support sources for the same equipment?
The EEG guidelines restrict double-funding of the same equipment under different government programmes. Before committing to an EEG application, you should verify whether the proposed equipment has received or is eligible for support under other initiatives, as such dual claims are not permitted. Some businesses may have accessed equipment support previously; retrospective application adjustments are not available once reimbursement is claimed or equipment is installed under another programme. We can review your funding history, identify any prior support affecting current equipment eligibility, assess alternative or sequential funding pathways if EEG is unavailable, and ensure your investment case remains viable under realistic funding scenarios.
What should businesses do if their sector or equipment type is not currently covered by EEG?
The Singapore Government has announced that the EEG Base Tier will expand to all sectors and extend to 31 March 2028, with further details to be released. Maritime applications currently have sector-specific deadlines passed. If your equipment or sector is not presently eligible, you may be able to defer investment to align with future EEG expansion, or investigate alternative support through sector-specific schemes or internal capital processes. We can monitor announced EEG changes, model your investment case with and without future grant support to show whether delay improves financial outcomes, and help prioritize opportunities based on operating merit and funding probability.
