I’m pleased to share that Northmore Gordon is the first Accredited Person (APAccredited Provider - a person accredited under the Victorian Essential Services Commission (ESC) to create VEECs for Prescribed Activities.) under the Victorian Energy Upgrades (VEUVictorian Energy Upgrades is a Victorian government energy efficiency program that gives every Victorian household and business the opportunity to receive rebates or discounts on energy saving products.) program to support Activity 47 – Deemed C&I Solar PVSolar Photovoltaic.

This new activity allows VEECs to be created for a much broader range of commercial solar systems in Victoria, opening new revenue opportunities for a wide range of partners – from installers, EPCs, PPAPower Purchase Agreement is a direct agreement between a renewable energy project developer and an end-user for the sale of renewable electricity. Behind the meter, PPAs are commonly used for on-site solar. Off-site PPAs supply renewable energy from projects that are connected to the same electricity grid as the end-user,  but can be located anywhere. and lease providers to energy retailers, equipment suppliers, and developers.

Our accreditation is effective from 9 October 2025. If you’re delivering commercial solar solutions and want to understand whether your past or future projects qualify, now’s the time to get in touch.

What is Activity 47?

Activity 47 enables VEECVictorian Energy Efficiency Certificate creation for C&I solar PV installations between 30 kW and 200 kW. These projects were previously ineligible for VEECs but can now generate upfront deemed certificates, significantly improving project economics.

At Northmore Gordon, we also support VEEC creation for larger systems using existing VEU-approved methods:

We are accredited for all VEEC pathways, so no matter the system size, we can support certificate creation and maximise the return.

Who Should Be Paying Attention?

If you’re involved in any part of the commercial solar value chain – including:

– this is your opportunity to unlock additional revenue and create more compelling business cases for your clients.

How We Help

My team and I can guide you through:

We make the process straightforward and compliant, and we’ll tailor our support depending on your role in the project.

Important Compliance Reminder

VEU rules strictly prohibit telemarketing and door knocking. Every VEEC claim must show how the customer lead was generated. If you’re unsure about your current approach, we can help review your process to ensure it aligns with the ESC’s requirements.

Let’s Talk

If you’re working on, financing, supplying or selling commercial solar systems in Victoria, it’s worth reviewing whether your current or planned projects could qualify for VEECs – either under Activity 47 or via M&V pathways.

What accreditation milestone did Northmore Gordon achieve regarding Activity 47?

Northmore Gordon became the first Accredited Person (AP) under the Victorian Energy Upgrades (VEU) program to support Activity 47 – Deemed C&I Solar PV, with the accreditation effective from 9 October 2025.

What is Activity 47 and what size of solar systems does it cover?

Activity 47 enables Victorian Energy Efficiency Certificate (VEEC) creation for commercial and industrial (C&I) solar PV installations between 30 kW and 200 kW. These projects were previously ineligible for VEECs but can now generate upfront deemed certificates, improving project economics.

What VEEC/certificate pathways does Northmore Gordon support for different solar system sizes?

Northmore Gordon supports: 30–200 kW systems, which are eligible for Deemed VEECs (Activity 47A/47B), with systems under 100 kW also able to claim Small-scale Technology Certificates (STCs); 200–400 kW systems, eligible for Streamlined M&V (SMM4) with a lower evidence burden and faster processing; and 400 kW–10,000 kW+ systems, suitable for Advanced M&V using the Project Based Activities (PBA) method, ideal for complex, high-value installations.

Who in the commercial solar value chain should pay attention to Activity 47?

The article says this opportunity is relevant to installers, EPCs or PPA providers, energy retailers or distributors, consultants or aggregators, OEMs and equipment suppliers, financiers and lease providers, and project developers or property portfolio managers.

How does Northmore Gordon help clients take advantage of Activity 47 and other VEEC pathways?

Northmore Gordon's team helps determine project eligibility under Activity 47 and other VEEC pathways, select the right method (Deemed, SMM4 or Advanced M&V), register VEECs for compliant projects, manage evidence and meet Essential Services Commission (ESC) compliance expectations, and stack VEECs with STCs or LGCs to maximise value.

What compliance rule does the article highlight regarding customer leads for VEU claims?

VEU rules strictly prohibit telemarketing and door knocking, and every VEEC claim must show how the customer lead was generated. Northmore Gordon can help review a company's lead-generation process to ensure it aligns with ESC requirements.

Who wrote this article and how can readers get in touch about Activity 47?

The article was written by Madonna Ghajar of Northmore Gordon. Readers can email her directly at m.ghajar@northmoregordon.com or call 1300 878 500 to discuss whether their commercial solar projects qualify for VEECs.

Can a 30–200 kW C&I solar system claim both VEECs and STCs?

Yes — for 30–200 kW systems, projects are eligible for Deemed VEECs under Activity 47A/47B, and systems under 100 kW can also claim Small-scale Technology Certificates (STCs), allowing certificates to be stacked to maximise value.

When was the 'Earn More from C&I Solar' article published?
